I like this flash site put together for the City of Davis, CA. The legend could be better (actually, if they could make the map so it was usable without the legend, that would be even better!), but they did a good job of showing people what their public works money is going towards. It would be good if all cities could make information this accessible...with perhaps a more intuitive control widget in the upper-left.
